Converting a Seasonal Cottage to Four-Season: What It Actually Takes

Every fall, cottage owners across Parry Sound District, Muskoka, and Haliburton have some version of the same thought: what if we just stayed? The place is closed up for another winter, the drive back to the city takes two hours, and the cottage sits empty until May. Turning a three-season retreat into a true four-season home is one of the most common project requests we get — and one of the most misunderstood. It isn't a matter of running a space heater and calling it done. It's a structural, mechanical, and often legal transition, and the Ontario Building Code treats it differently than a simple renovation.

Here's what actually changes when a cottage goes year-round, and where the permit process comes in.

Why "Seasonal" and "Four-Season" Aren't Just Marketing Terms

A lot of older cottages in this region were built decades ago under lighter requirements for buildings that were only ever meant to be occupied in warmer months — thinner walls, minimal or no insulation, foundations that sit above the frost line, and mechanical systems sized for a weekend, not a winter. That's not a flaw; it's how seasonal camps were legitimately built for their intended use.

The distinction that matters here is narrower than most people assume. A seasonal cottage and a year-round dwelling are both residential occupancies under the Ontario Building Code, so living in one through the winter does not change the building's major occupancy classification. What changes is which requirements apply to it — and that turns out to be a great deal, because an entire set of Code provisions is written specifically for buildings meant to be occupied continuously through the winter months. A camp built for July was never held to them.

Do You Need a Permit?

Yes — but not for the reason people usually assume. Because a seasonal cottage and a year-round house are both residential occupancies, converting one to the other isn't a change of use in the Code's sense, and there is no change-of-use permit to apply for. What you need a permit for is the work itself: insulation and envelope upgrades, a new or resized heating system, foundation modifications, plumbing changes. That is ordinary construction, and it needs an ordinary building permit.

The requirement that genuinely changes is the energy one. Part 9's insulation and energy-efficiency provisions apply to buildings intended for occupancy on a continuing basis through the winter months — which your cottage was not, and is about to become. That is what pulls the envelope up to current standards, and it is usually the single largest line item in the project.

The approval most likely to catch you off guard isn't the building permit at all — it's zoning. Many cottage lots in this region are zoned seasonal or limited-service residential, frequently on private roads with no winter maintenance and no year-round municipal servicing. Permanent occupancy on those lots can require a zoning amendment or a minor variance, and that is a Planning Act process on a different timeline than your permit. Talk to your municipality's planning department alongside the building department, before you spend money on drawings.

What triggers the permit, and exactly how your municipality processes a seasonal-to-four-season conversion, varies by jurisdiction — municipalities and unorganized townships in this region don't all handle it identically. The safest first step is a call to your local building department before any work starts, not after.

The Building Envelope: Insulation, Air Sealing, and Windows

This is usually the biggest single piece of the project. A building intended for year-round occupancy is expected to meet current energy-efficiency and insulation requirements under the Building Code for a residential building in your climate zone — not the lighter standard (or complete absence of a standard) that may have applied when the cottage was originally built as a seasonal structure.

In practice that means:

Existing buildings do get some flexibility here. Part 11 of the Building Code, which governs renovations to existing buildings, allows for compliance alternatives in some circumstances rather than requiring a full teardown-and-rebuild to current new-construction standards. What alternatives apply, if any, depends on your building's specific condition and your chief building official's assessment — it's not a blanket exemption, and it's worth having your designer confirm what applies to your project specifically.

Foundations and Frost Protection

Many seasonal cottages sit on foundations that were never placed below the frost line — piers, block, or shallow footings. They have often performed fine for decades, but not because an unheated building is somehow immune to frost. If anything the opposite is true: with no heat inside, frost drives deeper under an unoccupied cottage than under a heated one. Heat loss into the ground is the entire basis of frost-protected shallow foundation design, so a building that is warm all winter is the easier case, not the harder one.

Seasonal camps get away with shallow foundations for three other reasons. Much of this region is founded on or pinned directly to Canadian Shield bedrock, which does not heave. The buildings are light and flexible enough to move seasonally without cracking anything. And nobody is standing in the kitchen in March to notice that a door has started to stick.

What changes when you convert isn't that movement begins — it's that you stop being able to tolerate it. Drywall, tile, rigid finishes, and pressurized plumbing do not accommodate the seasonal shifting a camp shrugged off for thirty years, and you are adding dead load in insulation, mechanicals, and interior partitions on top of it. Footings on frost-susceptible soil need to bear below the frost penetration depth for the locality, sit on sound bedrock, or be frost-protected by an approved engineered means. That required depth varies by location across our service area, so confirm it with your local building department or your designer rather than assuming a number. If your existing foundation wasn't built with any of this in mind, it is one of the more expensive pieces of a conversion — assess it early, before you have committed budget to interior finishes.

Heating, and Keeping Things From Freezing

A four-season heating system needs to do two things a seasonal system doesn't: run reliably through extended cold, and keep the whole building — including crawlspaces, plumbing runs, and any unheated pockets — above freezing continuously, including when nobody's there. A furnace or boiler sized for occasional weekend use in shoulder season is often not sized correctly for a Northern Ontario winter used as a primary or full-time heat source.

This is also where plumbing deserves a second look. Water lines, pumps, and fixtures in a seasonal cottage are often designed to be drained and shut down for winter. Converting to four-season use usually means reworking those systems so they're protected from freezing on an ongoing basis, not just closed up in October.

Don't Forget the Septic System

Ontario's rules for on-site sewage systems (under the Building Code and Ontario Regulation 332/12) generally require septic systems to be designed for the maximum potential use of the residence, which in principle should already account for a future change from seasonal to year-round occupancy. In practice, that depends heavily on when your system was installed and under what standard. Older systems, or ones installed before current design requirements, may not have been sized with year-round, full-occupancy use in mind. This is a conversation worth having with a licensed septic installer or your local health unit alongside your building permit application.

Bringing It Together

None of this is meant to discourage the project — four-season conversions are one of the most common and most worthwhile upgrades we see in cottage country, and plenty of seasonal camps around Parry Sound, Muskoka, and Haliburton have made the switch successfully. But it's a code-driven renovation, not a cosmetic one, and the pieces are interconnected: envelope, foundation, heating, and septic all need to be looked at together, not tackled piecemeal. Getting the sequencing and the permit application right up front saves real money and headaches compared to discovering a foundation or septic issue partway through.
